From where to start and what to select

Is there a device that can be used as DSL router and it can be configured to do Quality of Service, in addition to be IPTV device that enable me to watch the TV via Internet?

I would if someone recommend for me a device, and if possible to direct me for some providers.

Also, is there a link that give information about IP addresses of some TVs that I can add them to the router configuration to see the channels?
